I am looking for a solution so I can enable users to edit just the text in static html\asp pages. Application runs on a windows 2003 server. No .net installed.

Client requests no databases and no ftp access. They have 300 pages that are already built. Site used include files for header, footer, navigation etc. I have all the content areas marked with identical comments and hope I can roll this out with global find and replace.
 
Does this program do this?
Is using this program a good idea? I know none of the is "good idea" but DB's and ftp seemed to be too much to ask.
