I have three script block questions:

1) Is it possible to allow scripts to run in Preview mode even though I want them stripped in Normal and HTML mode?

2) Is it possible to hide the  in Normal mode?

3) Can I access the collection of stripped scripts?

No.

is inserted on the server side when page postback.

No. If you set Editor.EnableStripScriptTags Property to true, all the client scripts are automatically removed.
