Yes, it's possible.

 

Please open Skin-DisplayUserWelcome.ascx. and remove the following code:

 

<%if(CommunityServer.Users.GetUser(false).IsAdministrator){%>
 |  <asp:HyperLink ID="HyperLink1" NavigateUrl="~/CuteSoft_Client/CuteChat/Admin/" runat=server>CuteChat_Admin</asp:HyperLink>
  <%}%>

 

And add the above code to the CS admin control panel.
