why do we need to include the whole CuteSorg_Client directory ?

I don't understand why the whole tree must be included in .net project, rather than just the required .dll's

The issue is that this directory contains thousands of files, which make it annoying when checked in SourceSafe or CVS

Yeah, the client files do contain many files. Beside CuteEditor.dll, CuteEditor also includes the skin files, language files and Javascript files.
