Can user set Page Background Color?

I looked around and can only find how to set the Editor's design surface background color.

How would I allow a user, during HTML construction, to set the background color?

In HTML it as easy as

<div style="background-color:Green;">
...
</div>

But how might a User set it?

Am I missing some critical concept?

You can allow the users set the background color only when editng the fulle paage:

In this example, click the page properties button to set background color.

If you want to change the background color of a tag, you can double click this tag and set the background color in the tag dialog.
