Is an Editor required in the page to access the Image Dialog? .. and is there a way to access the dialog without it?

 

In the interest of providing consistent user experience I've a situation where I'd like to use the Image Dialog to upload, manage images in folders.. (albums) .. and then close without returning a value?.. and then refresh the page?
