The issue is fixed.  The spell check is working.  You didnt read my post very well.  I posted it for other users who may be experiencing the same problem, to assist them...

 

FYI :  With the .Net Framework 1.1 installed only I got the errors illustrated in the screen shots above (one for v 4.0+ and one for 5.1 [or what ever version I have])  it failed.  However after installing the MS HOTFIX KB886903 everything worked.

 

Where in my post did you make the asumption it still wasnt working?  Perhaps you didnt read the last few lines of my post (under the screen shots)

 

This should illustrate the fact I am and always have run 1.1
