This happens to me as well when clients are using Internet Explorer.  We are using CE to edit existing DB articles.

 It seams to happen if you switch from design mode to html mode then back.

 I was able to reproduce the error by doing the following:

 I deleted all of the existing content out of the demo editor.

 I switched to html mode and pasted my code.

 I then switched back to design mode and hit submit.

 I got  http://cutesoft.net/example/href_cetemp= for one of my links.

Edit: Looks like some of the existing data has links with nothing in the “href” example: <a href=””>example</a> Not sure if this is causing the problem…
