I'm having the same problem when trying to integrate CuteChat under DotNetNuke 4.3.4. When a normal user log in, the javascript error sequence that you told before appears. When the user is the host user of the site (the "superadmin") things seem to work fine.
In the log viewer of the DNN I can read this about the failure:
Message: System.Exception: Unhandled Error: ---> System.Web.HttpException: The file '/DesktopModules/CuteSoft_Client/CuteChat/Admin/utility.js.aspx' does not exist
