Try steps below:
1. Start Windows Explorer (not the IIS Manager) and find the the directory which contains the above html file.
2. Select the directory, right-click it and click on Properties. Select the Security tab.
3. You now need to add a new set of permissions for user name: ASPNET or NetWork Service account (if you are using windows 2003.) on Add... in the Security tab and enter ASPNET in the following box, then press OK.
4. Still in the Security tab, select ASPNET or NetWork Service account in turn and check the "Write" permission box in the "Allow" column.
