I have a picture and I want to create a blue border (2px wide)...  I

 

f I use the color picker, to choose blue #0000FF, and then save it, the border turns black (actually, there is just no style....it doesn't show up).

 

However, if I choose orange #FF9900 and save it, it works fine...

 

 

 

Also, if I choose purple #993366, at acutally changes it to #e93366

 

 

Any ideas?  Is there some setting somewhere that would limit the pallette?   Thanks for your help!!!
