The focus on your page is stolen by IE instead of Cute Editor.
To prove that, you can do two tests:
1. Test your page using firefox
2. Replace the src of iframe:
from:
src="CommentDisplay.aspx"
to:
src="http://yahoo.com"
You will find out you will have the same problems.
To fix that, you need to add some javascript code in the bottom of your page.
