Vertical and Horizontal Split Cell options had no effect

 

This may be a user-error or documentation/training issue on my end, but I've tried to reproduce this, and can't figure it out:

1) Go to: http://cutesoft.net/example/general.aspx

2) Select the second column on the first row

3) Leave a blinking cursor, or highlight text

4) Click Split Cells Right tool bar button or the Split Cells Down button

 

Doesn't seem to do anything

 

Reproducible on my baseline test: IE7
