We have solved our problem.
It was an encoding error. Our project had ISO-8859-15 encoding. And when IE tried to read the Language xml files it didn't like our å ä ö not when we hade ISO-8859-15 encoding... UTF works fine. which is default. So there you have it...
we didn't find a way to save the xml file in latin 9 so we made a hack.
