How to redefine the text of these buttons, on Russian?

For example, that was:

Normal = Дизайн
HTML = Гипертекст
Preview = Предварительный просмотр

Tried to change values in a file of a configuration ru-RU.xml, but values of these buttons on former remain in English...

It in general is possible?
