    I am not sure what's the reason.
     
    Maybe it's caused by the windows account or folder security.
     
    You can try these ways:
     
    1. setup the account for the IIS/ASP.NET , set to administrator
     
    2. setup the permissions for the folder
     
    3. move the folder to d:\ (put it into more general place)
