When you select Inset Link dialog -> Browse, you can see the screenshot below

This dialog is controlled by \CuteSoft_Client\CuteEditor\Dialogs\SelectFile.aspx. Open the file, search for "upload", you can see this section is embraced by <fieldset style="width:98%">. Add display: none to this style and upload section will go hidden
