Template is one html file, you can refer to online example http://cutesoft.net/example/templates.aspx , if you click button "Insert Template", it will list all available templates in left tree, all those templates are html file, you can select one of them and click insert , it will insert template to CuteEdtior content area, all tools which can create html file can be used to create template, for example, Dreamweaver,UltraEdit,FrontPage,CuteEditor,etc.
