I followed these steps:
1. Uploaded a pdf
2. Highlighted the image and linked the pdf file using "Downloadable File" icon.

Did this twice.

Output:

Can you see that there are 2 anchor tags. This was tested in chrome using the following link http://phphtmledit.com/EnableAll.php

Any suggestions???

For the modifying images issue , please put the mouse cursor over the image and double click it.
