This explains how to modify
ToolControls["insertcustombutonhere"]

but I want to add several drop downs, not modify just one.  Editing the config file as posted earlier by me doesn't seem to effect the structure.  It seems the internal class is using the config file to populate, but not define or extend the list of controls.

Is this the case?
