Rushi,   It is overwritten by visual studio.   What is ASP.NET type: ASP.NET website or ASP.NET web application? If it is ASP.NET web application, right-click the license file in Solution Explorer, and then click Properties. In the Properties panel, select Copy always in the drop-down list next to Copy to Output Directory.
