Is there any plan in a future release to allow me to put a ''Properties'' item on the context menu that will launch my custom dialog?   Or does this happen automatically now and I just asked the wrong question?  

The version 3.0 doesn't have the feature to Restricting Files by Extensions.   You can use the Downloadable Files dialog to upload the excel files. Btw, it's free to upgrade to the version 5.0.
