Zaphod, It looks like you are looking for a file manager system. With Cute Editor, you can upload and update the static html files. But I think a file manager application may fully fit your requirements.

I was able to re-create this issue today when the upload control didn't render using Silverlight or Flash.  I believe it was the iFrames mode.
