why are span tags added when applying classes from the dropdown menu in CE6.6?

I need to know why span tags are added in all cases when applying classes from the dropdown menu in CE6.6.
Is this intentional because I can't understand why, it seemed to work well in previous versions when a flashing curser positioned within a tag allowed a user to apply the class to the tag, whereas a selected area applied a span.

The span tag is added so that an inline style can be inserted.
If you want to add a style to a div select the div and then access the Properties window and add the appropriate style ID or name so that the called style is applied to the div.
