FrameStyle Width OK in IE using text-align:center but how to adjust Height

If I set Editor1.FrameStyle.Width to 90% and use text-align:center in style.css, FrameStyle centers but if I set Editor1.FrameStyle.Height to 90%, it stays at the top and reduces the bottom.

How do I get Height to cause the FrameStyle to center in both IE and Firefox?
