You can follow steps to add one user as admin role:
1. login as admin user (default administrator user is admin/admin)
3. select one of users and add this user to "Admins" role
You can follow the following steps to add user as moderator:
1. login as admin user
2. open chat room
3. click one user you want to add as moderator, right click that user
4. click "Role"==>"Moderator", this user will be set as moderator
