I cannot get the Registered Users to change the button bar. It always gets a minimal button bar.

There is a bug in the provider.

OK, I must be blond... I see a lot has been changed since 4.5 because I do not understand how I can create different toolbars for the different security roles in DNN. How does that work? Is there any documentation about this?

Check the sampleweb.Config.

 

In the version 5.0, you don't need to modify the provider to support the roles you created.

For example, if you have a new role. The name of this role is Test.
