Where is Department_ID pulled from

I have a page where when the live support is off line, the user clicks on the live help icon, they receive a url simular to the one below:

http://206.16.123.123/LiveSupport/CuteSoft_Client/CuteChat/SupportFeedback.aspx?Referrer=&Url=http%3A//test.newurl.net/livehelp/&_time=1239629411135&department_id=WVI

My question is where is the "department_id" pulled from?

department_id is from the referer page.
