Toolbars do not show up

I'm trying to specify a special .config file using the ConfigurationPath property. When i do this, no toolbars show up, just the content area with Normal, HTML, and Preview at the bottom.

What am i missing?

It was a file path error. A file IO error would be nice.

First please download the version 4.5 from:
