Can i modify Tag_A.ascx? When i create link instead of button "browser", insert button that open a page with a list of url create of code and when user click on one's take my url and insert it on text of then tag_a.ascx.

Step 2. Create a link, when the user click this button, the editor opens a new dialog.
Step 3. In the new dialog, you can create a list of your URL. when the user click the any of them, you close the dialog and insert its value into the text of then tag_a.ascx
