team licenses transferable?

are the four licenses transferrable?

Our company has high turnover. we would want to be able
to give the licenses to different people at different times.

for instance, if joe, tom, anne and jim are initially given the licenses,
and then tom and anne quit to be replaced by jerry and aldo, can the
licenses be simply transferred?

Also, the team license is the one that is re-distributable with applications
right?
